Why wouldn't the governor be allowed to express his religious beliefs in the confines of his own office? It would be a violation of his first amendment rights to forbid it. He isn't putting religious symbols in the public parts of the building, after all.

In fact, in a round about way, Christians in the USA tried to fulfill the commandment about marking their gates and gate posts.
If you look at the standard American door design called a "six panel door" you will see that the four top panels have between them a very recognizable Christian Cross. They would use that to "mark their gates" However, as time has gone along, the reason for that design has faded and people just think it is a standard door design and do not recognize the Christian origin of it.
If a non-Jew wants to mark his gates and his gate posts with that kind of door or with a mezzuzah they are free to do so. But also keep in mind, it is not the device you see that fulfills the Commandment, it is the parchment within it that does.
